No, since the App password was assigned and confirmed by you personally during the initial onboarding, it is only known to you and can not be reseted by the Outbank support.
For security reasons is not possible to change or reset the password from "outside".
If you cannot remember your App-Password, there is no way to continue using Outbank with the current database. Press on the small "i" button at the top right corner of the login screen and then on "Delete Local Data" to reset your app. Afterwards you can set up new App-Password and add your bank accounts again.
